A mEssage from PTSI


Pike Technical Services, Inc. was founded in September of 2003 by Bill Justice and Mike Francisco.


Since Mike's recent retirement in 2025, Bill Justice has taken over as the sole President and CEO of PTSI, and the company has recommitted itself to providing quality engineering services to the Appalachian Mountain region located across Kentucky, Virginia, and West Virginia.


For 22 years and counting, our engineering firm has approached each job with precision, attention to detail, and efficiency.

Our success is due in large part to the dedication and expertise of our talented team of professional engineers and land surveyors who work hard to exceed client expectations.


After many years in the engineering sector, we understand the operating issues our clientele face on a daily basis. We work hard to anticipate client needs and questions, and to deliver on our engineering and land surveying solutions.

Licensed Professional Engineer, K.Y. & W.V.


Bill graduated from the University of Kentucky in 1986 with a Bachelor of Science in Civil Engineering.

Having been certified in 1995, Bill has been working as a Licensed Professional Engineer for 30+ years.
Bill co-founded PTSI in September of 2003.

Born and raised in Eastern Kentucky, Bill lives with his wife, Connie, and together they have four children. His son currently works at PTSI as a land surveyor.
